General aviation pilot reported experiencing two critical ground conflicts at a non-towered airport, and observing a landing aircraft overflying an aircraft still on the runway.

Operating in Left Closed traffic runway 14, at E16, training landings and takeoffs. 2 unsafe piloting events occurred, Day 0 XA55 and XB00: At XA55, we were announcing short final runway 14. Aircraft Y taxied onto rwy 14 and started takeoff. We were at 532' on final. We had to take evasive action to go-around. He said on Advisory radio "I thought I had time". Next pass, XB00, we again are on short final runway 14, Aircraft Y taxied onto rwy 14 and started takeoff. We were at 308'. This aircraft not only caused us a go-around, but it also overflew another aircraft still on rwy 14 having just landing. Pilot of the other aircraft could be heard "did you just overfly an aircraft on the runway?" We have a screen shot of the proximity of this unsafe piloting maneuver.
