Full A&P holds both Airframe and Powerplant ratings — most working mechanics. Single-rating holders are typically specialists or apprentices working under supervision per 14 CFR 65.
Known gap: IA endorsements.
Inspection Authorization (IA) is an FAA endorsement on the A&P certificate that authorizes the holder to conduct annual inspections, supervise major repairs, and approve return-to-service. It's regulated under 14 CFR 65.91.
The FAA does not publish IA holders in bulk. The renewal program is administered through the Designee Management System with each FSDO maintaining its own holder list — historically published as PDFs at irregular cadence, often only available in person at the renewal seminar. We're tracking this as a known gap rather than guessing or scraping unreliable third-party mirrors.

FAA Releasable Airmen Database — NONPILOT_CERT.csv, filtered for TYPE=M (Mechanic). Refreshed monthly with FAA's own cadence. Tokens M/AIRFR (Airframe) and M/POWER (Powerplant) determine the rating variant.
Address-opt-out gap
The FAA Releasable Airmen DB excludes airmen who opted out of address release — they're stripped from the bulk download entirely, even though they're still visible on the FAA's per-individual Airmen Inquiry tool (with address redacted). Meaningful share of working A&Ps use this opt-out, so they don't appear here. Closing the gap via the per-person inquiry endpoint is a tracked follow-up.
