Through “Top Down theory of Implementation,” the study assessed the extent to which the implementation of NCAP 2013 has enhanced infrastructural transformation of airports in Nigeria. The paper discussed how the sector witnessed an accelerated infrastructural development, which situated the industry. With case study design and qualitative approach method, we found that the implementation of the policy was not discontinued. That facilitated ICAO certification of airports in Nigeria. The paper recommended the creation of Civil Airports Infrastructural Maintenance Standing Committee whose membership should be drawn from all the critical stakeholders in the industry with the responsibility of periodic turnaround maintenance.
