DURING A NIGHT APPROACH TO RUNWAY 03 AT FORT YUKON, AK, THE PILOT NEGLECTED TO ACTIVATE THE RUNWAY LIGHTS, AS PRESCRIBED ON THE JEPPESON APPROACH CHART, AND MISTOOK A ROW OF WHITE LIGHTS ON BUILDINGS AS THE RUNWAY LIGHTS.
