THE PLT REPORTED THAT HE INITIATED A NORMAL APCH TO LAND ON RWY 27. HOWEVER, WHEN HE FLARED, HE FAILED TO STOP THE DESCENT. SUBSEQUENTLY, THE ACFT LANDED HARD JUST SHORT OF THE RWY.
