THE PLT WAS PRACTICING TOUCH AND GO LDGS ON RWY 23 WHEN HE LOST CONTROL OF THE AIRPLANE JUST AFTER TAKEOFF WHEN IT ENCOUNTERED A GUST OF WIND.
