Factual narrative

DURING INITIAL BANNER PICK-UP OF A BANNER TOWING OPERATION THE TOW CABLE FOULED THE RUDDER CONTROL MECHANISM. THE RUDDER WAS JAMMED AND THE BANNER RELEASE MECHANISM FAILED TO OPERATE.
