THE PLT HAD RECVD AN UNFAVORABLE WX BRIEF THAT INCLUDED A SIGMET ON FLT ICING. ENROUTE DURING FLT OVER A LARGE BODY OF WATER HE EXPERIENCED POWER LOSS AND WAS AT TOO LOW A ALTITUDE TO GLIDE TO SHORE.
