ALTHOUGH THE PLT SAW A DARK WX AREA APCH THE ARPT HE ELECTED TO SHOOT A TOUCH AND GO BEFORE TERMINATING THE FLT. AFTER TOUCHDOWN AND DURING TAXI TWR ADVISED WIND WAS 270 DEGREES AT 40 KTS.
