Factual narrative

On February 14, 1996, at 1415 central standard time, a Beech P35, N395T, registered to and operated by a private owner, was substantially damaged during an aborted takeoff from the Town & Country Airport, Lubbock, Texas. The pilot and two passengers sustained minor injuries. The flight was being conducted under Title 14 CFR Part 91 as a personal cross country flight. Visual meteorological conditions prevailed, and a flight plan was not filed for the cross country flight. During interviews conducted by a FAA Inspector, the pilot reported that during the takeoff roll the airplane did not reach liftoff speed so he aborted the takeoff. He further reported that he "was late in aborting and ran off the end of the runway." The pilot informed the FAA inspector that he did not experienced any mechanical difficulties with the aircraft. The pilot stated on NTSB form 6120.1/2 that the engine did not develop max power. A passenger on board the airplane stated that the "aircraft ran off departure end of runway into a plowed field and flipped over after [the] nose hit the ground." Inspection of the aircraft by the FAA inspector revealed damage to the right wing, rudder-vator, and fuselage.
