Factual narrative
THE ACFT ENGINE DEVELOPED SEVERE ROUGHNESS DURING CRUISE AND THE PLT DECIDED TO MAKE AN EMERGENCY LANDING. DURING APPROACH, THE ENGINE QUIT AND THE PLT ATTEMPTED A TIGHT TURN TO THE RUNWAY. DURING THE TURN, THE AIRCRAFT HIT THE ASPHALT RAMP IN A LEFT WING DOWN, NOSE LOW ATTITUDE. NO RECORD OF AN ANNUAL INSPECTION WAS FOUND.
