Factual narrative

On August 14, 2000, at 1714 Eastern Daylight Time, a Piper PA-22-150, N2968Z, was substantially damaged when it ground looped at Bolton Field (TZR), Columbus, Ohio. The certificated private pilot was not injured, and visual meteorological conditions prevailed at the time of the accident. No flight plan had been filed for the local flight, conducted under 14 CFR Part 91. According to a Federal Aviation Administration (FAA) inspector, the accident occurred on Runway 22. The pilot reported that he bounced the landing, and that the airplane turned into the wind. Full rudder deflection could not prevent the airplane from veering off the runway. Once off the runway, and onto a grassy area, the airplane ground looped. Winds, recorded at the airport approximately 20 minutes before the accident, were calm. The pilot bounced the landing.
