AS THE ACFT BROKE OUT OF THE 300 OVERCAST LAYER THE PLT SAW BIRDS FLYING OFF OF THE RWY THRESHOLD. DUE TO IFR CONDITIONS AND LOW ALTITUDE THE PLT ELECTED NOT TO GO AROUND.
