Factual narrative

ACCORDING TO THE PILOT, DURING THE TAKEOFF CLIMB THE AIRCRAFT DID NOT DEVELOP SUFFICIENT POWER TO MAINTAIN ALTITUDE. THE PILOT TURNED THE AIRCRAFT TO THE RIGHT IN AN ATTEMPT TO RETURN TO THE AIRPORT.
