Factual narrative

On June 22, 1994, about 1145 eastern daylight time, N5543F, a Piper PA-28-140, a personal flight, was substantially damaged during an aborted takeoff at Harry Clever Field, New Philadelphia, Ohio. The private pilot, the sole occupant, was not injured. Visual meteorological conditions prevailed. The local flight was operated under 14 CFR 91. The pilot estimates his total time is over 500 hours in type. According to the pilot, the takeoff was on runway 14, which is about 4000 feet long. The airplane lifted off, but it would not climb above a height of 15 feet. The pilot aborted the takeoff; the airplane touched down and overran the runway end. The airplane struck a fence and came to rest in a cemetery. The pilot reported no mechanical problems.
