THE INADEQUATE COMPENSATION FOR GUSTY WIND CONDITIONS.

Factual narrative

WHILE HOLDING SHORT OF THE RUNWAY, IN STRONG GUSTING WIND CONDITIONS, THE AIRPLANE SUDDENLY NOSED OVER. THE AIRPLANE WAS ORIENTED ON A MAGNETIC HEADING OF 140 DEGREES.
