failure of pilot to adequately compensate for wind conditions on final approach and attain a proper touchdown point for landing. A factor relating to the accident was: the unfavorable wind condition.

Factual narrative

On October 8, 1996, about 1315 Pacific daylight time, a Cessna 182Q, N759RE, landed short of runway 33 at Nehalem Bay State airport near Manzanita, Oregon. The airplane was substantially damaged, but the private pilot and his two passengers were not injured. The pilot stated that he checked the wind sock and then made a downwind entry for runway 33. He said that, on final approach, he had a quartering headwind until just prior to touchdown, when the wind stopped. The airplane stalled and flipped over in the sand about 50 feet short of the runway threshold. The pilot checked the windsock and then made a downwind entry for landing.
