Probable cause & findings

The pilot-in-command misjudged his altitude and distance from the runway while landing.

Factual narrative

On May 10, 1997, approximately 1400 Pacific daylight time, N1707P, a Piper PA-22-150, sustained substantial damage when the aircraft landed short of runway 07 at The Dalles, Oregon, airport. The private pilot and his passenger were uninjured. No flight plan was filed for the local flight, which was conducted in visual meteorological conditions. There was no fire, and no report of the ELT actuating. The pilot stated that the airplane was full of fuel when they departed about 30 minutes earlier, after washing the airplane. He stated that he approached low and slow and the aircraft nosed over after landing short of the runway threshold.
