Introduction

This Revised SAIB updates information we issued previously on the subject matter below. All other information remains the same.

This Special Airworthiness Information Bulletin informs you, owners and operators of British Aerospace Regional Aircraft (BAE Systems) Jetstream 3101, 3201, and HP137 MK1 series aircraft, that BAE Systems has issued a mandatory service bulletin (SB) 57-JA020740, issue 1, to inspect bolts at the wing stub spigot post assembly at frame 199.

Background

We have received in-service reports of failed bolts at the wing stub spigot post assembly at frame 199. The results of the fatigue failures are either installation of incorrect bolts or from the bolt tightening torque being too low. These confirmed bolt failures were caused by incorrectly following the procedures in the Jetstream Maintenance Manual. The Jetstream Maintenance Manual calls out the correct installation procedures and torques.If left uncorrected, failure of these bolts will severely compromise the structural integrity of the wing to fuselage attachment. However, no known airplane accidents or incidents have occurred as results of these bolt failures.

Recommendation

We highly recommend that you perform the inspection and possible correction as described in BAE Systems’ SB referenced above. You should follow the procedures in the Jetstream Maintenance Manual. At this time, we aren’t planning to issue an AD, because ADs should not be issued to assure the use of normal maintenance practices on a product where individual cases of improper maintenance or lack of maintenance have contributed to an unsafe condition. We will continue to monitor this situation.
