Introduction
This Special Airworthiness Information Bulletin informs you, registered owners and operators of Mooney Aircraft Corporation Model M20M airplanes (serial numbers 27- 0001 through 27-0071, 27-0073, and 27-0076), of an Alternative Method of Compliance (AMOC) to Airworthiness Directive (AD) 91- 03-15. This AMOC provides an improved clamp part number to comply with mandatory replacement of the V-band clamp used on the turbocharger outlet to tail pipe connection. The AMOC is referenced in attached FAA letter, dated November 8, 2004.
Background
We issued AD 91-03-15 to prevent the discharge of high temperature exhaust gases inside the engine compartment that could result in the airplane cabin catching fire. AD 91-03-15 required replacing the existing turbocharger to tail pipe coupling with an improved clamp part number.
Mooney Service Bulletin (SB) M20-283 was developed to mitigate risks associated with failure of the turbocharger to tail pipe coupling clamp. The original version of the service bulletin maintained the mandated part numbered clamps indicated in AD 91-03-15.
SB M20-283 was revised to incorporate an improved clamp part number. The FAA considers this new part number clamp as an AMOC to AD 91-03-15.
Recommendation
We recommend incorporation of SB M20- 283A as an AMOC to AD 91-03-15. See attached FAA letter, dated November 8, 2004.
We are considering mandating the requirements of the service bulletin through additional rulemaking action.
Operators who have complied with SB M20- 283 remain in compliance with the requirements of AD 91-03-15. If future AD action to incorporate SB M20-283A is taken, then those operators who have complied with SB M20-283 will need to install the new clamp part number per SB M20-283A.

This letter is issued to approve the incorporation of Service Bulletin M20-283A, dated March 30, 2004, as an Alternative Method Of Compliance (AMOC) to AD 91-03-15, Amendment 39-6870. The approval is granted for Mooney Model M20M airplanes, Serial Numbers (S/N) 27-0001 through 27-0071, S/N 27-0073, S/N 27-0075 and S/N 27-0076.
