SAIB CE-06-63 —
What is a SAIB?
A Special Airworthiness Information Bulletin is an FAA-issued advisory — not mandatory like an AD, but worth knowing about. SAIBs typically flag service bulletins, manufacturer recommendations, or emerging issues that don't (yet) rise to AD level.

Introduction
This Special Airworthiness Information Bulletin (SAIB) alerts you of an airworthiness concern for Socata Model TB21 airplanes, serial numbers 500 to 1925.
Background
SOCATA reports crack initiation at windshield attachment fittings, which can lead to windshield cracking in-flight. SOCATA issued Service Bulletin No. SB 10-144, dated June 2004, “Windshield Inspection on TB21 Aircraft,” which specifies windshield detailed inspection and repair or replacement as necessary. This inspection should be done during next 100-hour inspection or annual inspection, whichever occurs first, and then during each annual inspection.
The Direction Générale de L’Aviation Civile (DGAC), which is the airworthiness authority for France, issued Airworthiness Directive (AD) F- 2004-148, dated September 1, 2004, requiring the actions of the above service information on airplanes registered for operation in France.
Recommendation
We recommend that you do the actions of SOCATA SB 10-144, dated June 2004.
