Introduction

This Special Airworthiness Information Bulletin (SAIB) advises you, owners and operators of Bombardier, Inc. model CL-600-2B19 (Regional Jet series 100 & 440) (CRJ 200) series airplanes, that via email, Bombardier published a revised Airplane Flight Manual (AFM) procedure for Dual Engine Failure (TR RJ/151) on May 16, 2005, (attached).

NOTE: We issue SAIBs to convey important safety information associated with a product’s safety, but not yet determined to be unsafe and requiring an Airworthiness Directive. Background

The new AFM procedure clarifies the steps necessary to improve the chances for a successful airstart in case of a dual engine failure emergency.

Recommendations

We strongly recommend that you review the attached Bombardier AFM change and insert this change into the CL 600-2B19 airplane flight manuals and quick reference checklists.

Double Engine Failure (Cont’d) To Relight Using Windmilling Procedure: NOTE An altitude loss of approximately 5,000 feet can be expected when accelerating from 240 to 300 KIAS and may require pitch attitudes of 10 degrees nose down. Attempt to start both engines at the same time. (1) Airspeed Accelerate to 300 KIAS or greater . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . CAUTION 300 KIAS or greater is required to achieve sufficient N2 for start. Airspeed must be maintained until at least one engine relights (stable idle) or start attempts abandoned.
