THE PLT STATED HIS AIRSPEED WAS LOW ON FINAL & LIFT WAS LOST ON THE CANARD DUE TO THE RAIN. HE STATED HE HAD FULL AFT STICK TRYING TO GET THE NOSE UP, BUT COULDN'T.
