PLT ENTERED LANDING PATTERN AFTER MAINTENANCE FERRY FLT, CHECKED LIGHTED WIND INDICATOR & EVALUATED WIND AS CALM. PLT EXECUTED TIGHT, CLOSE-IN BASE DUE TO ELECTRIC BILLBOARD DRAG FACTOR & NOTED STRONG WIND BLOWING ACFT AWAY FROM RUNWAY. ACFT BEGAN TO LOSE ALTITUDE RAPIDLY.
