Factual narrative

THE ACFT COLLIDED WITH THE FENCE DURING AN ABORTED TAKEOFF. THE TIRES OF THE ACFT SHOWED SIGNS OF HYDROPLANING AFTER THE ACCIDENT. NO MECHANICAL DISCREPANCIES WERE NOTED DURING THE INVESTIGATION.
