Factual narrative

On April 9, 1996, at 1910 central daylight time, a Cessna 182RG, N2385C, registered to and operated by a private owner under Title 14 CFR Part 91 was substantially damaged following a loss of power during takeoff near Welsh, Louisiana. Visual meteorological conditions prevailed for the local flight, and a flight plan was not filed. The commercial pilot, the sole occupant, was not injured. The flight was originating, at the time of the accident, from the Welsh Municipal Airport. The pilot reported that "immediately after lift off (estimated 10 feet off the ground), [the airplane's engine] experienced power loss, [he] pulled power back, [and] allowed [the] aircraft to settle down to [the] ground." The airplane overran the departure end of the runway, and impacted an embankment and power lines subsequently damaging the wings, horizontal stabilizer, and the fuselage. The cause of the loss of engine power could not be determined. The pilot reported that immediately after lift-off (estimated 10 feet off the ground), the airplane's engine experienced a power loss.
