Probable cause & findings

The pilot-in-command's improper use of flaps during an attempted go-around.

Factual narrative

On August 10, 1995, about 1500 eastern daylight time, a Cessna 150L, N19561, registered to a private owner, leased by Negro Airman International Flying Corporation, Opa Locka, Florida, operating as a 14 CFR Part 91 instructional flight, crashed on landing at the Opa Locka Airport. Visual meteorological conditions prevailed and no flight plan was filed. The airplane sustained substantial damage and the commercial-rated flight instructor and student pilot reported no injuries. The flight had originated about 30 minutes before the accident. The CFI stated that the student pilot was attempting a touch-and-go landing to runway 27 left, and was not maintaining runway alignment. He informed the student pilot that he had the flight controls and initiated a go-around by pushing the carburetor heat in and increasing power. He raised the flaps from 30 degrees to 20 degrees and the airplane collided with the runway.
