Factual narrative

On December 8, 1997, about 1410 eastern standard time, a Cessna 172P, N99510, was substantially damaged while landing at Freeway Airport, Mitchellville, Maryland. The certificated student pilot was not injured. Visual meteorological conditions prevailed for the local solo training flight which originated from Freeway Airport. No flight plan had been filed for the flight which was conducted under 14 CFR Part 91. In the NTSB Pilot/Operator Aircraft Accident Report, the pilot stated: "...Flew perfect glide path to final landed in slight crab on centerline bounced once then twice then added power for 1/2 sec in short burst and pushed nose slight down. Then started to go off left side at runway and panicked adding full right aileron and no rudder. Continued down 3 foot sloped embankment and then left wing on airplane hit a prop of another parked airplane then stopped." An inspector from the Federal Aviation Administration (FAA) reported that witnesses stated the winds were calm. The student pilot reported his total flight time as 47 hours with 3 hours solo. The student pilot reported that the airplane bounced multiple times after touchdown, and then departed the runway on the left side. The airplane went down an embankment, and struck a parked airplane. The student pilot reported that he panicked after the airplane bounced. He had a total time of 47 hours with 3 hours solo.
