THE COWLING OF THE ACFT CAME LOOSE AND THE PLT REDUCED POWER BECAUSE OF THE VIBRATION. AN EMERGENCY WAS DECLARED AND THEPLT ATTEMPTED A 180 DEGREE TURN AT AN ALT OF 400 FT AGL.
