Introduction

This Special Airworthiness Information Bulletin is to raise awareness of an airworthiness concern for certain Bellanca Aircraft Model 17-30A and Cessna Aircraft Company (currently Textron Aviation Inc.) Model 180K, 210-5(205), 210-5A(205A), A185F, P206B, TU206G, and U206B aircraft modified with Supplemental Type Certificate (STC) SE10233SC or STC SA10232SC.

STC SE10233SC approved the installation of a Belt-Driven Vortech V-1S supercharger assembly on Teledyne Continental Motors (currently Continental Aerospace Technologies Inc.) Model O-470-L, O-470-R, O-470-S, and O-470-U engines.

STC SA10232SC approved the installation of the supercharged engines from STC SE10233SC onto Cessna Model 182E, 182F, 182G, 182H, 182J, 182K, 182L, 182M, 182N, 182P, 182Q, and 182R aircraft.

At this time, the airworthiness concern is not an unsafe condition that would warrant airworthiness directive (AD) action under Title 14 of the Code of Federal Regulations (14 CFR) part 39.

Background

We have received reports indicating that STCs SE10233SC and SA10232SC have been installed on aircraft and engine models not eligible for these STCs. Furthermore, these installations were carried out using the FAA’s Major Repair and Alteration field approval process (FAA Form 337), in conjunction with a Statement of Compliance with Airworthiness Standards (FAA Form 8110-3), which is not an appropriate method for this type of modification. Additionally, these field-approved installations lack engineering substantiation necessary to show that these modifications meet airworthiness regulations or are safe for continued flight for those models. To date, we have received no service difficulty reports associated with these field-approved installations.

STCs SE10233SC and SA10232SC were issued because they represent a major change in type design for the designated Teledyne Continental Motors O-470 engines and Cessna 182 aircraft models.

Applying these modifications to additional aircraft or engine models also constitutes a major change in type design and requires an STC, as outlined in FAA Order 8300.16A, Major Repair and Alteration Data Approval.

Any aircraft with these installations approved through the Major Repair and Alteration field approval process are in an improperly approved configuration.

Recommendations

The FAA recommends the owners of the aircraft listed in Table 1 either remove the improperly approved STC SE10233SC and SA10232SC modifications or obtain proper FAA major type design change approval, via an STC, of these modifications.
