Introduction The purpose of this Special Airworthiness Information Bulletin (SAIB) is to alert owners/operators of Piper models PA-31, PA-31-300, PA-31-325, and PA-31-350 airplanes affected by Airworthiness Directive (AD) 98-09-25 of a change to the drawings supplied by Piper. This AD pertains to a one time replacement of the lower wing spar splice plate. This information is advisory in nature and not mandated by regulation.

Background AD 98-09-25 was adopted on April 28, 1998 with an effective date of June 15, 1998. This AD requires a one time replacement of the lower spar splice plate and rework of the lower spar caps in accordance with instructions included in the following kits as referenced in Piper Service Bulletin No. 1003, dated June 16, 1997. For models PA-31, PA-31-300, and Piper PA-31-325 airplanes the AD specifies modifications to be done in accordance with Piper Kit No. 766-640, Drawing 88254, Revision A, dated May 12, 1997. For model PA-31-350 airplanes the AD specifies modifications to be done in accordance with Piper Kit No. 766-641, Drawing 88255, Revision A, dated May 12, 1997.

During the development of the AD, drawings 88254 and 88255 where revised to include an alternate sealant used to fay surface seal the new splice plate. The current revision level for both drawings is revision B, which was not incorporated into the current AD. Kits supplied with revision B of the drawings will be unable to comply with the AD since it only specifies revision A.

Recommendation After reviewing revision B of drawings 88254 and 88255, the FAA is issuing this SAIB as an Alternate Method of Compliance (AMOC) to approve the use of kits supplied with drawings 88254 Revision B and 88255 Revision B for compliance with AD 98-09-25. A copy of this SAIB should be retained in the aircraft logbook/records.
