Introduction This Special Airworthiness Information Bulletin (SAIB) alerts you, an owner or operator of the following Piper PA-28-151 Warrior or PA-28-161 Warrior II models, of the potential for rear seat base springs contacting, chafing through the battery box cover, and contacting the battery terminals. If this condition occurs, electrical system failure, arcing, or fire could result.

Background Refer to AD 81-23-05 and Piper service bulletin 631B to assist your understanding of this SAIB. The FAA has received several reports of continued failures because aircraft have had interior replacements subsequent to complying with the AD and the insulation board 87438-02 was removed and not replaced. The rear seat springs wore through the battery box cover and shorted the battery terminals causing arcing and fire.

Recommendation After reviewing available data, we recommend that you, be aware that aircraft have had or are having interior replacement may have the insulation board removed and not replaced. We recommend that when you inspect the battery box or cables in conjunction with the battery inspection, you make sure that the board 87438-02 is in good condition and in place. You should accomplish this inspection every 30 days, as suggested in the Piper Airplane Maintenance Manual.

Note: Based on current information we, the FAA, only recommend these actions. We will continue this investigation and analyze any added information. We may require additional actions, such as the issuance of an Airworthiness Directive, based on this analysis.
