SAIB CE-03-41 —
What is a SAIB?
A Special Airworthiness Information Bulletin is an FAA-issued advisory — not mandatory like an AD, but worth knowing about. SAIBs typically flag service bulletins, manufacturer recommendations, or emerging issues that don't (yet) rise to AD level.

No. CE-03-41 June 27, 2003 We post SAIBs on the internet at www.airweb.faa.gov This is information only. Recommendations are not mandatory.
Introduction This Special Airworthiness Information Bulletin (SAIB) advises registered owners of Cessna 310, 320, 401, 402, 411, and 421 model airplanes affected by Airworthiness Directive (AD) 72-14-08 R1 of clarification of the intent of paragraph C and E of the AD.
This SAIB offers owners an Alternate Means of Compliance (AMOC) with AD 72-14-08 R1.
Background AD 72-14-08 R1 inspects engine compartment flammable fluid carrying flexible hose assemblies for leakage, deterioration or other damage. If you find defective hose assemblies, you must replace them with serviceable hose assemblies prior to further flight.
AD 72-14-08 R1 does not apply to those affected airplanes that have improved flexible hose assemblies as described in Cessna Service Information Letter ME81-17 dated July 10, 1981.
ME81-17 describes the use of Aeroquip AE701 style hose that is an improved design and terminates the recurring inspection requirements of AD 72-14-08 R1. Aeroquip AE701 (with fire sleeve) meets TSO C53a Type C design requirements.
Recommendation Hose assemblies that meet the same TSO C53a Type C design requirements of the improved Cessna engine compartment hose assemblies described in ME81-17 should be considered equivalent and meet the intent of AD 72-14-08 R1 paragraph C and E. This would also include TSO C53a Types D hose assemblies.
It is important to realize that any hose assembly that does not meet the new type hose requirements of TSO C53a Type C or D will still require the repetitive inspection requirements of AD 72-14-08 R1.
