SAIB CE-04-16 —
What is a SAIB?
A Special Airworthiness Information Bulletin is an FAA-issued advisory — not mandatory like an AD, but worth knowing about. SAIBs typically flag service bulletins, manufacturer recommendations, or emerging issues that don't (yet) rise to AD level.

Introduction
This Special Airworthiness Information Bulletin alerts you, owners and operators of SOCATA Model TBM 700 airplanes, that SOCATA has issued a Service Bulletin (SB) No. SB 70-100, titled “Elevator Inspection and Repair”, dated April 2003. It concerns possible skin debonding on the elevator trailing edge.
Background
The French DGAC issued an Airworthiness Directive (AD) 2003-262(A), dated July 9, 2003, referencing the SB. SOCATA listed the SB as “Mandatory” for aircraft serial numbers 90, 93 to 98, 101, 102, and 135. You can detect the debonding by using the inspection specified in the SB.
Recommendation
We aren’t issuing an AD at this time, but highly recommend that you accomplish the inspections per the required compliance time in the SB.
