Introduction
This Special Airworthiness Information Bulletin (SAIB) alerts owners and operators of all Piper Aircraft, Inc. (Piper) Models PA-46-350P and PA-46-500TP airplanes that are subject to AD 2015-13-09, of an available terminating action to the AD. We are recommending you incorporate the terminating action.
At this time, this airworthiness concern has not been determined to be an unsafe condition that would warrant additional AD action under Title 14 of the Code of Federal Regulations (14 CFR) part 39.
Background
As discussed in AD 2015-13-09, we received a report of an airplane that experienced a pitch control system problem resulting in a limited ability to control the elevator. The investigation revealed that a cabin altitude encoder installed behind the instrument panel had fallen into the elevator control sector and jammed the primary pitch control.
The AD was issued to address the specific location and installation configuration on certain airplanes. Recently, Piper issued Service Bulletin (SB) 1283A with an optional permanent modification. We have approved the modification as an AMOC to terminate the repetitive actions in the AD. Note: Piper has published the SB and AMOC approval to their public web site listed below.
Recommendations
The FAA recommends owners and operators of Piper Models PA-46-350P and PA-46-500TP airplanes subject to AD 2015-13-09 incorporate the optional permanent modification in Piper SB 1283A as a terminating action to the repetitive actions in AD 2015-13-09 following the compliance time in the SB.
