FAA Aviation Safety SPECIAL AIRWORTHINESS INFORMATION BULLETIN SUBJ: Communications System Wiring SAIB: NM-13-20 Date: March 13, 2013 This is information only. Recommendations aren’t mandatory.
Introduction
This Special Airworthiness Information Bulletin (SAIB) advises owners and operators of Hawker Beechcraft Corporation (Type Certificate Previously Held by Raytheon Aircraft Company) Model Hawker 750 airplanes having serial numbers (S/Ns) HB-1 through HB-9 inclusive, HB-11 through HB-14 inclusive, HB-17 through HB-26 inclusive, HB-28 through HB-32 inclusive, HB-34, HB-36 through HB-40 inclusive, HB-43, HB-63, HB-67 through HB-69 inclusive, and HB-71, of an airworthiness concern regarding under-gauge wiring of the Aircell cabin phone system.
Background
We received notification from Hawker Beechcraft Corporation that its wiring fabricators created wire bundles with the under-gauge wiring for the Aircell cabin phone system. The wire used is a smaller gauge wire than required by type design, and the airplane circuit protection is not adequate to protect the under-gauge wire.
Hawker Beechcraft Corporation issued Mandatory Service Bulletin SB 23-4054, dated May 2011, to provide operators with guidelines for replacing the existing circuit breaker with a lower amperage circuit breaker to provide adequate protection to the airplane wiring for the under-gauge wire.
We have evaluated the risk associated with this specific under-gauge wiring issue and have determined that it is below the level which requires mandatory action. At this time, the airworthiness concern is not considered an unsafe condition that would warrant airworthiness directive (AD) action under Title 14 of the Code of Federal Aviation Regulations (14 CFR) part 39.
Recommendations
The FAA recommends that all owners and operators of the subject airplanes comply with the guidelines outlined in Hawker Beechcraft Mandatory Service Bulletin SB 23-4054, dated May 2011.
