Introduction

This Special Airworthiness Information Bulletin (SAIB) advises owners and operators of all Fokker Services B.V. Model F.28 Mark 0070 and Mark 0100 airplanes of an airworthiness concern regarding missing electrical bonding on the forward cabin attendant panel.

At this time, the airworthiness concern is not an unsafe condition that would warrant airworthiness directive (AD) action under Title 14 of the Code of Federal Regulations (14 CFR) part 39.

Background

We have received a report of an electrical shock to a crew member from the forward cabin attendant panel on a Fokker F.28 Mark 0070 airplane. Investigation of the cabin attendant panel design revealed that electrical bonding of this panel was missing.

Fokker Services B.V. developed a corrective action program for an electrical bonding modification of the switches mounting plate on the forward and, where installed, aft cabin attendant panel. The modification will provide protection against electrical shock to crew, passengers, service personnel and maintenance personnel. Fokker Services B.V. issued Fokker Service Bulletin SBF100-31-072 dated October 9, 2012, to address the missing electrical bonding. The service information provides procedures for installing a chassis ground wire on the forward and aft attendant panels; creating a chassis ground on the airplane structure near the panels; and connecting the chassis ground wire to the airplane.

Recommendations

The FAA recommends that all owners and operators of the subject airplanes implement the actions outlined in the referenced service information at the earliest opportunity.
