THE PILOT-IN-COMMAND STATED THAT HE MISJUDGED HIS HEIGHT ABOVE THE RUNWAY'S SURFACE AFTER MAKING HIS APPROACH FROM OVER THE WATER. HE FLARED 10 TO 15 FOOT ABOVE THE GROUND.
