THE PLT DELAYED HIS DESCENT/APPROACH TO HIS DESTINATION DUE TO WX. HE WAS UNABLE TO REACH HIS DESTINATION BECAUSE OF DOWNDRAFTS ENCOUNTERED IN THE DESCENT.
