Factual narrative
DURING A LOCAL TEST FLIGHT, THE PILOT HAD REDUCED POWER TO DECREASE ALTITUDE FOR APPROACH TO THE AIRPORT. WHEN POWER WAS APPLIED, THE ENGINE DID NOT RESPOND. THE PILOT MADE AN OFF-RUNWAY LANDING.
