Factual narrative

THE PILOT TOOKOFF FROM A DRY LAKE BED INTO A LEFT QUARTERING CROSSWIND. VIDEO TAPE AND GROUND WITNESSES DESCRIBED A NSOE HIGH ATTITUDE AFTER LIFTOFF PRIOR TO THE PILOT INITIATING A TURN TO THE RIGHT.
