AFTER LIFT-OFF ON INITIAL TEST FLIGHT OF THIS HOMEBUILT ACFT, THE ENGINE CEASED TO DEVELOP FULL RPM. THE PLT WAS UNABLE TO ESTABLISH A RATE OF CLIMB TO CLEAR TERRAIN OBSTACLES IN THE FLIGHT PATH, COLLIDING FIRST WITH TREE TOPS AND THEN THE GROUND.
