PILOT'S FAILURE TO EXTEND THE LANDING GEAR PRIOR TO LANDING AFTER HAVING BEEN DISTRACTED BY TRAFFIC. A MITIGATING FACTOR IN THIS ACCIDENT WAS THE FACT THAT THE GEAR WARNING HORN DID NOT FUNCTION.
