THE ACFT LANDED WITH THE GEAR RETRACTED. THE PLT REPORTED THAT 'DUE TO MODERATE LOW LEVEL TURBULENCE, THE LANDING GEAR HANDLE DID NOT REACH THE FULL DOWN POSITION.'
